Stichting Pensioenfonds voor Personeelsdiensten (StiPP) implements the pension schemes in the sector of temporary workers and seconded workers. The pension fund is a foundation. General governance
The general board of the foundation manages the pension fund. The general board is responsible for administering the pension schemes. Consider, for example, the management and investment of the pension money, the execution of the administration and the payment of pensions. The general board consists of ten members: three executive board members and seven non-executive board members, one of whom is the independent chairman without voting rights. The three executive board members are independent. They take care of the day-to-day running of the pension fund. Of the six non-executive board members, three are delegates on behalf of employers' organisations, two on behalf of workers' organisations (trade unions) and one is elected on behalf of pensioners. The Executive Board
The executive board consists of three board members. Together they are responsible for the day-to-day management of the fund and the implementation of the established policy. Each board member not only has their own tasks and responsibilities, but also joint ones.
Tasks and responsibilities:
Board members often have extensive experience in managing a pension fund. They also regularly sit on the boards of other pension funds or are otherwise active in the pension sector. More information about ancillary positions of the board can be found in the annual report.
Reward
StiPP complies with the rules that apply under the Pension Act and the Pension Funds Code for controlled and sustainable remuneration of policymakers. The fees for and the remuneration of the board of StiPP can be found in the compensation scheme.

Accountability body
The accountability body advises the board in a number of areas, for example on the fund's communication policy. In addition, the general administration is accountable to this body for the policy and the way in which it has implemented the policy. The accountability body consists of seven persons on behalf of the workers' and employers' organisations: two on behalf of the employers, four on behalf of the employees in the flex sector and one member on behalf of the pensioners.
Key features
The fund has appointed holders to three key positions. The key functions contribute to the controlled and ethical business operations. The three key functions are:
- Risk management function: this function focuses on supporting and monitoring risk management, as well as risk alertness within the pension fund;
- Internal audit function: this function is the final piece of all guarantees within a pension fund with regard to the controlled and ethical business operations;
- Actuarial function: this function focuses on the financial and insurance control of the fund and contributes to the effectiveness of risk management.
Control and external supervision
The fund is audited by a certifying actuary and an independent auditor. The certifying actuary shall provide a statement on the adequacy of the fund resources and the capital position. The independent auditor annually checks the reliability of the fund's financial data in the annual accounts.
Finally, external supervision is carried out by the Netherlands Authority for the Financial Markets (AFM) and De Nederlandsche Bank (DNB), which are legally charged with supervising parties active in the savings, loans, investments, pensions and insurance markets.
